In January last year, Biden announced the suspension of new solar tariffs for two years, but recently the H.J.Res.39 / S.J.Res.15 bill once again proposed the imposition of retroactive solar tariffs. If the House of Representatives proposal is passed this time, it will undoubtedly undermine this decision.

 

However, this proposal has also been strongly opposed by the US solar energy industry. More than 400 solar energy companies have jointly written to Congress to oppose this proposal. On April 19, the Solar Energy Industries Association (SEIA), the American Council on Renewable Energy (ACORE) and the American Clean Energy Council (ACP) also issued a joint letter calling on members of Congress to oppose the proposal. If the bill is passed, SEIA expects that 4GW of solar projects will be canceled, accounting for 14% of the US solar installation target in 2023, and will lose more than $4.2 billion in clean energy investment, reducing 30,000 jobs in the solar industry, including 4,000 manufacturing jobs.

 

Some analysts believe that the core issue of this contradiction is the conflict between the United States' desire to establish a domestic photovoltaic manufacturing base and reduce its dependence on Chinese supplies, but the industry realizes that it will take a long time to achieve this goal. Concerns about different stages of the US solar industry chain have brought a split in understanding, and this massively disruptive resolution will have a devastating impact on the US solar industry.
